Director - Director of the Laboratory Modernization Division

Jim is the Director of the Laboratory Modernization Division at Oak Ridge National Laboratory, a position he has held since April 1, 2019. In this role Jim leads Facilities Strategic Planning, Space Management, and Capital Projects teams to help the Facilities and Operations Directorate deliver on research mission requirements. 
Oak Ridge National Laboratory has annual revenue of ~$2.3B, occupies about 4,421 acres of the federal Oak Ridge Reservation and hosts approximately 35,000 people annually, comprising UT-Battelle’s roughly 6,000 employees, other prime contractors’ staff, subcontractors, and guests. 


On ORNL’s main campus work is performed in 208 buildings (4.4M GSF) and 7 offsite leased facilities (0.3M GSF). Currently, ORNL is in the process of revising its Sitewide Master Plan and implementing processes and systems to improve space utilization, including a shared labs approach.


The Laboratory Modernization Division’s current construction portfolio comprises of ORNL funded capital projects at $103M, Department of Energy funded line-item projects at $135M, and computing infrastructure project at $100M. Additionally, the Division also supports conventional science program funded construction line items at $150M.


Jim has over 25 years of experience in project management and engineering on a wide variety of projects, including high-performance computing infrastructure development, general industrial facilities and utilities improvements, and environmental cleanup projects. He began his career with Baker/Mellon Stuart Construction in Pittsburgh, PA. After relocating to the Knoxville, TN area, Jim held positions of increasing rigor and responsibility with companies such as IT Corporation/ Shaw Group, Parsons Infrastructure & Technology Group, and Management Solutions, before taking a position with UT-Battelle in 2008. 


Jim holds a civil engineering degree from the University of Pittsburgh, a master’s degree in business administration from the University of Tennessee, a Project Management Professional Certification and Professional Engineer License for the State of Tennessee.
